Short description: Promotion of the "mediate layer", by means of building a supportive context, by means of a set of micro specific Private Coordination Actions focused on European Network Organizations to introduce new private actor raising of the industrial sectors initiatives and formed by industrial "European Groups" (EG's) as European Association, Foundations and Groupings, where IST can become the first sector leader as “model running” or “success case”. The Mediate layer has new partnerships opportunities close to SME's, governmental organizations and polices-makers can reach standards and feedback with representative private actors, etc. This European net has a thematic and well defined structure based on Business and technological interest. This environment of thematic European network organizations is a new IST and business Market that provide the Europe SME’s competitiveness and EC real operative and close to SME’s efficacy.

Objectives: Research, Development, Implementation, Promotion and Sustainable Exploitation of the cooperative technologic and business networks formed by micro and small companies and organization.

* RTD+I of Organizational and Operative problems, as imagining, legalizing, registering, acting, “apostiling”, banking, accounting, trusting/authenticating, info-transparency and monitoring, etc.
* Promotion and Sustainable Exploitation to create a real wide market – connected, sorted and structured - of opportunities.
* Systemic Procedure to “bottom up” initiatives, research and leverage knowledge and transfer from the European Organization the technology and innovation to individual members with efficiency. Finally help and train individual members to convert this innovation in competitiveness and local business for its benefit and organization reinvestment, etc.
* Detection and definition in the “Variety” of the information and communication environment of opportunities for synergic effects.
* Clustering resources and hibridyzing competences catalogue for improving Technologic results and Business generation.
